This is a short discussion on what sort of projects can be developed in a World Heritage site. It shows how limits of acceptable change are defined differently by different stakeholders.

What do you think? Who should define those limits?

The local plan, the designers, the local community, UNESCO? All together maybe?

And if you get to define the limits of acceptable change, what are your responsibilities for the future management of the place?

Do our ideas of ‘what is acceptable’, and our ideas of ‘what is heritage’ change? How frequently do we need to rethink them?
